COLONIAL SECRETARY'S OFFICE,

HONGKONG,

9th May, 1923, 104-

The Colonial Secretary presents his compliments to

the Under Secretary of State for the Colonies and is directed

by His Excellency the Governor to draw attention to the Secretary of State's telegram of the 5th May, a copy of which

is enclosed, in which three mistakes are believed to have

been made causing considerable difficulty in decyphering.

The groups underlined, marked 1 in the margin, appear to mean "daily allowance" but if this is the correct meaning the wrong group has been used for the second word and in fact one group would have been sufficient.

2. Besides mutilation in transmission it would appear that

the groups have been inverted.

3. The underlined group appears to be wrong. In this case if the translation has been correctly made the meaning seems clear but it is possible that a similar mistake in other cases might cause confusion.

the Under Secretary of State for the Colonies,

LONDON.
